In the last two decades, Public-Private Partnerships (PPP) gained popularity with governments as a means of procurement of public-sector infrastructure in sectors such as affordable housing, water, electricity, roads, airports, ports, railways, hospitals, schools and agriculture. Many Commonwealth countries have used PPP as an important tool to bring economic transformation, create jobs, and improve economic competitiveness and infrastructure services. Some countries have also used the PPP model for projects which otherwise would not be implemented due to lack of government budget. PPP is a quintessential development tool to mobilise the capacities and funds of the private sector to deliver public services and infrastructure. The use of PPP can also be at national policy and strategic levels whereby with the identifying of PPP as the key development tool, importance and focus are given to both public and private sectors working closely together in partnerships to identify the key strategic reforms and drivers needed to facilitate private investments in key development projects.
